1. scope
this procedure is developed to effectively prevent and control the occurrence of accidents, ensure safety of all personnel and property. this procedure defines the stages of prevention, response, and recovers of emergency response process in accordance of the company’s hazards identified, and reduces the damage or impact to alarp.
1. 范圍
為有效預(yù)防和控制事故發(fā)生，保證公司員工人身安全和設(shè)備財(cái)產(chǎn)不受損害，對于公司可能發(fā)生緊急情況的危險(xiǎn)源點(diǎn)能夠通過預(yù)先控制、應(yīng)急反應(yīng)、事后處理等三個(gè)階段有效地開展各項(xiàng)應(yīng)急救援工作，把所發(fā)生的事故（事件）的損害與影響降低到最小程度，制訂本規(guī)定。
2. scope of application
this procedure applies to emergency preparedness and response for all accident/ incident and emergency in all wison operating locations and sites, including those where work is being undertaken on behalf of wison. it includes the following items but not limited to:
a. workshop and construction area of the company;
b. office building, office in the workshop and rest areas;
c. warehouse and site work area;
d. working over water (work area the company has management authority for)
e. self rescue activity when significant accident or emergency occurred nearby endangers safety of our company.
all department and project team as well as interested parties within the scope of the company shall follow the requirements of general principle of the emergency response plan, and act in accordance with the emergency response plan in the event of any emergency. if there is any conflict between this procedure and national laws, regulations, this emergency response plan will amend to meet requirements of the above laws and regulations.
2.適用范圍
本程序適用于公司管轄區(qū)域和負(fù)有管理權(quán)限的活動(dòng)范圍內(nèi)所發(fā)生的危險(xiǎn)源點(diǎn)的健康安全環(huán)境事故（事件）、險(xiǎn)情的應(yīng)急準(zhǔn)備和響應(yīng)。包括但不限于下列描述：
a. 公司各單位的工作車間、設(shè)備制造場所；
b. 辦公樓宇、車間內(nèi)部人員辦公及休息場所；
c. 施工場地各單位的庫房、現(xiàn)場作業(yè)區(qū)；
d. 水上作業(yè)區(qū)（負(fù)有管理權(quán)限的作業(yè)區(qū)域）；
e. 周邊單位發(fā)生重大事故或險(xiǎn)情，危及我公司安全時(shí)的自我救護(hù)活動(dòng)。
各部門和項(xiàng)目組及在公司管轄內(nèi)的相關(guān)方均應(yīng)遵守公司應(yīng)急救援預(yù)案的總體原則要求，當(dāng)緊急狀況發(fā)生時(shí)，必須按照公司應(yīng)急預(yù)案的統(tǒng)一要求開展應(yīng)急救援活動(dòng)；若本規(guī)定同上級主管機(jī)關(guān)、國家法律條款發(fā)生沖突時(shí)，本公司應(yīng)急預(yù)案應(yīng)自動(dòng)修改并符合其要求，其他規(guī)定則按要求執(zhí)行。
3. organization
a. emergency response command center is the highest command organization of for the emergency work of wison (nantong) heavy industry co., ltd. the emergency response command center has the decision-making right of emergency response.
commander: the managing director
deputy commander: the executive director, the management representative
members: head of each department
b. emergency response office: emergency response office is a routine organization for emergency response work, and it develops the work under the emergency commander and is responsible for organizing, supervising and managing the detail affairs.
emergency response office director: hse manager
members: all members of the hse department
c. emergency response team: emergency response team is the first emergency response organization in case of emergency. it ensures the contact and communication with higher-up emergency command department, implements emergency response work in time, and can be divided into emergency squad team, rescue team, communication and information team, guard team, etc. as per different functions during emergency response while team members report to team leader.
